Stuck in reset

Hi, one of my vocores have some issue. It looks like it stucks in reset. When I connect it to 5V, it does nothing. All GPIOs are in high and when I connect to UARTLite even U-Boot is not starting. Does anyone have some tips how to fix that, or should I send it back for replacement (RMA)?

You could just check whether the reset pin (
http://vonger.cn/upload/VoCore.v1.0.pcb.pdf page 3) is pulled low.

I have investigated it more further.
Not all GPIOs are high, but all LED pins and few others (green led on vocore is on).
3.3V...OK
1.8V... OK
Manual Reset (Reset pin to ground)...no change
809S looks fine
Maybe flash does not contains U-Boot
