I tried using a different USB port on a different computer. I made yet another attempt with a USB wall charger. The problem of intermittent boot persists. I planned to reset the Vocore anyway so I'll attempt to have it boot once more successfully and then reset it to factory defaults.

It seems the "booting" problem is actually caused by the terminal not skipping to the shell when the return key is pressed. Closing the Putty session, reconnecting, and pressing the return key seems to work.
